Important Update Regarding NYC Local Law 75

NYC Local Law 75 Has Been Repealed: What Business Owners Need to Know

If you own or manage a business in New York City and were concerned about replacing your storefront security gate because of Local Law 75, there is an important update you should know about.

The security-grille requirements under Local Law 75 of 2009 have been repealed.

For many NYC business and property owners, this means a potentially expensive security-gate replacement that was being considered solely to comply with the law may no longer be necessary.

At ProMaster Security Gate and Door Expert, we had been speaking with customers about the approaching requirements, so I wanted to personally explain what changed and what it means for your property.

What Did NYC Local Law 75 Require?

Local Law 75 of 2009 established requirements for certain storefront security grilles in New York City.

The law applied to security grilles on buildings classified as Occupancy Group B (Business) and Occupancy Group M (Mercantile).

Under the former requirement, affected security grilles were supposed to provide at least 70% visibility from the sidewalk when closed.

The compliance deadline had been set for July 1, 2026.

For businesses with older solid or low-visibility roll-down gates, this raised an important concern: some owners were preparing to modify or replace gates that were otherwise still doing their job.

What Changed about NYC Local Law 75?

On June 30, 2026, the New York City Council passed Intro 910-A, legislation designed to repeal the security-grille visibility requirement.

The legislation was enacted on July 30, 2026 as Local Law 123 of 2026.

The NYC Department of Buildings now specifically states that:

  • The 70% visibility requirement no longer applies.
  • The July 1, 2026 compliance deadline no longer applies.
  • Existing security grilles do not have to be replaced simply because they do not provide 70% visibility.
  • Businesses installing a new security grille are not required to choose one solely because it provides 70% visibility.

In other words, NYC business owners now have more flexibility when deciding what type of security grille is appropriate for their property.

Do I Need to Replace My Existing Security Gate?

If you were planning to replace an existing security gate only because you believed Local Law 75 required you to install a 70%-visible grille, that requirement has been repealed.

That could be very good news.

If your existing gate is operating properly and continues to meet other applicable requirements, you may not need to spend money replacing it simply because it is a solid or lower-visibility gate.

The NYC Department of Buildings specifically says that owners are not required to replace an existing grille with one that allows 70% visibility.

That does not mean every existing gate should automatically be left alone, however.

There are other reasons a security gate may need repair, modification or replacement.

Other Gate Requirements Still Apply

The repeal of the 70% visibility rule does not eliminate every rule affecting security gates.

According to NYC Buildings, security grilles must still comply with other applicable requirements, including egress and permitting requirements.

Your gate also needs to perform the job you installed it to do.

An older gate may still deserve attention if it:

  • Is difficult to open or close
  • Makes unusual noises
  • Moves unevenly
  • Has damaged slats, tracks or hardware
  • Has motor or operator problems
  • Does not close securely
  • Frequently needs repair
  • No longer provides the level of security your business requires

Those are operational and security issues separate from Local Law 75.

What If You Already Planned a Gate Replacement?

This is where I would encourage business owners to stop and reevaluate before spending money.

If you received an estimate or were preparing to replace a security gate specifically because of the former NYC Local Law 75 deadline, it makes sense to review the project again in light of the repeal.

You may still decide that a new gate is the right investment.

Perhaps your existing gate is old, unreliable or damaged. Maybe you want a different appearance, better operation or a security system better suited to the property.

But that decision should now be based on what your building and business actually need — not on a 70% visibility requirement that no longer applies.

New Security Gates Have More Flexibility Too

The change also affects businesses installing new security grilles.

NYC Buildings says that if you’re installing a security grille for the first time, you are not required to install a grille that provides 70% visibility.

That gives property owners more freedom to consider factors such as:

  • Security
  • Type of business
  • Storefront design
  • Frequency of use
  • Available space
  • Gate operation
  • Maintenance requirements
  • The specific needs of the property

The right gate is not necessarily the same for every business.
